3rd All India Conference of AIAPC, a grand success of UNITY !




3rd All India Conference of All India Association of Postmaster Cadre was held during 7th & 8th of December 2016 at State Youth Centre Govt of West Bengal, Moulali, Kolkata 700014. In spite of attending restless task of demonetisation given by the Government for the past three weeks, our dedicated member Postmasters enthusiastically attended the conference with lot of hope and to share their ideas and grievances related to Postmaster Cadre. As many as 82 delegates from difference Circles have attended this conference to enhanced its glory and make it grand success. We are thankful to all the Divisional Heads for granting leave to our members for attending this historic conference in time


Proceeding of the Conference detailed below :
All the Members, delegates were wished and welcomed to the historic grand 3rd AIAPC Conference by Reception Committee. The gallery was overcrowded with delegates of Guest and Host Circle.


All the CHQ Members were welcome to the stage with bouquet of flowers by Smt Keka Ghosh, Treasurer, AIAPC, W. B. Circle and requested to occupy the Dias.








The conference started with the Lighting of Lamp Ceremony by CHQ President Sh. Arun Kumar Bal, General Secretary Sh. Balveer Singh, W. B. Circle President Sh. Netai Ch Mondal & W. B. Circle Secretary Sh. Himangshu Kr Modak followed by Deep Aradhana “Subham Karoti Kalyanam”.




W. B. Circle President Sh. Netai Ch Mondal welcomed the delegates who attended from all corners of the country and handed over the proceeding of the 3rd All India Conference to the CHQ President Sh Arun Kumar Bal and wishes that this AIC going to be a landmark in the history of AIAPC.


The agenda of the 3rd AIC are:

1. To discuss present scenario of Postmaster Cadre
2. Future aspects of Postmaster Cadre
3. To discuss anomalies/ issues/ problems in Postmaster Cadres and its Remedy/ Action Plan
4. Fund collection for present running cases and for future cases
5. Election of CHQ members ,Councilors and Auditor/Auditors
6. To consider and adopt the Biennial Report and Audited accounts of the Association
7. To adopt Budget estimate of the Association
8. To effect and ratify the amendments in the constitution
9. To frame the Rules and bye laws for the management of the affairs of the Association at all levels.
10. To make policy and bye laws regarding Website, social media, tele-conference, video-conference
11. Approval for AIAPC Logo
12. Resolution(s) on Misc. issues/ Action Plan

( Shri Balveer Singh, GS AIAPC)

Sh Balveer Singh, General Secretary with his determined elegant voice presented his Secretarial Report in a vivid manner before the house, all the delegates remained glued. He emphasized on the unity of PM Cadre. With his motivating words General Secretary praised all the members for their involvement and dedication towards the welfare of the Cadre. He pointed out the necessity of publishing the legitimate demands of our cadre through social media, newspaper, TV Channels etc. He briefed the house in detail about various problems being faced by our cadre and action taken by TeamAIAPC during the last 2 years. The house unanimously passed the Secretarial Report. TeamAIAPC is considering to upload the video in YouTube in this score as per proposal given by the Org Secretary from Punjab Circle to motivate other PMs who could not attend this AIC.

Sh. Balveer Singh presented the account of AIAPC for the year 2015-16 and the accounts were agreed and passed unanimously by the house.

All the CHQ Members and Circle Secretaries expressed their views and suggested various measures to strengthen AIAPC. All delegates from various Circles thanked Reception Committee of TeamAIAPC, West Bengal Circle for conducting 3rd AIAPC with wonderful arrangements.

All the attended Circles have already formed their valid Circle Association body/ Committee and the delegates. The representatives of the concerned Circles have explained about the importance of AIAPC and expressed their full support, involvement and dedication towards the nourishment of AIAPC. One of the delegate explained that in real sense it may be called as 1st AIC. It was also established during the session that there is no second thought about the activities/efforts and steps taken by AIAPC which is going to be the ultimate destiny of Postmasters and this AIC has made its own place in the history of AIAPC.


Views of delegates that attract Special Attention:

Sh. Anurag Dhengula (CHQ Member, Madhya Pradesh): Nobody will give us anything freely and we have to fight for our right.

Sh. Hemant Kumar Pati (CHQ Member, Jharkhand): He requested all the members to be in touch either through social media or by telephone so that the day to day developments and ideas will be discussed and the members were requested to explain the importance of AIAPC to their Postmaster friends and to help them to join AIAPC.

Sh. Baiju Ambikasen (CHQ Member, Kerala):
He assures that the Kerala Circle will always be with the AIAPC and assured to add more members to his Kerala team in future. In a confident voice He expressed that they were with AIAPC, they are with AIAPC and they will be with AIAPC.



Sh. Ashoke Kumar Jha (CHQ Member, Bihar): He expressed how TeamAIAPC has put efforts in bringing the existence of PM Cadre to the notice of officers at the Directorate. He emphasized that no one can stop us in having our legitimate rights.

Sh. Saliesh Kumar Seth (CHQ Member, Delhi): Has given a valuable thought of organising meetings in those circles who could not attend this conference for one or the other reason and to give information and details about the 3rd AIC.

Sh. Dalip Kumar (CHQ Member, Punjab): Has expressed that “We should work with a planning in completing a task”. He also suggested to adapt one circle who could not build a strong team and who are struggling to solve their local problems.


Sh. Narinder Paul (CS, AIAPC, Punjab): He pointed out regarding requirement of subscription on regular basis , unity among the members and sacrifices for the AIAPC from the members for achievement of recognition of the cadre.

Sh. Manjunatha K (Former CS, AIAPC,Karnataka): He pointed out that nothing can be achieved instantly. We have to fight & fulfil our legitimate demands and this can be achieved with one and only strength called “UNITY”. He also expressed that Unity is everything and Unity does not require any recognition and Unity itself is a great Association and requested all the members to be United in achieving the goals. Also he expressed that Postmasters are in driver seat of DOP and they can take our esteemed Dept. to new heights in achieving good revenue and to deliver expected services to our esteemed customers. As already our Dept. is experiencing these good changes and the days are not far away to have good future for Postmasters.

Sh. Mohan Lal Meena (CS, AIAPC, Rajasthan): He expressed his sorrow that after formation of AIAPC during ** 2012-13 the fore-runners have left AIAPC like orphan. But later with the great involvement and dedication of our few leaders has put the AIAPC in commendable position and he expressed his sincere thanks to the leaders who have brought this AIAPC to the present position. He explained how the members of TeamAIAPC sacrificed their personal life for sake of the cadre.

Sh. Ram Kumar Gour (CS, AIAPC, Madhya Pradesh): He questioned what the fore-runners of AIAPC have got in last two years from the Directorate for which they left AIAPC. He urged to contribute for CHQ for its day to day expenditure as nothing could be done without money.

Javed Khan (CS, AIAPC, Odisha): He informed that they held a fruitful Circle Conference in their Circle only in Sept’2016. He assured any type of physical and financial help from Odisha Circle.


Sh Mrityunjoy Hota (Vice President, AIAPC, Odisha):
AIAPC is already recognized by the Officers of Postmaster Cadre, the proof of which is presence of Postmasters from corners of country in this AIC and the matter of recognition by department is just a paper work. He requested to strengthen the hands of GS morally and financially. He also advised frequent interaction among members of different Circles.

Sh. Arun Kumar Singh (President, AIAPC, Jharkhand): He was optimistic to get all our demands fulfilled in due course.

Sh V K Pathoria (President, AIAPC, Madhya Pradesh): He has suggested that meeting should be called between two or three Circles within 2 or 3 months to motivate the PMs who could not attend this AIC.

Sh Sarwesh Kumar (CS,AIAPC, Bihar): He emphasized for more interaction to exchange views regarding organisational review and make solution of every problem. He also pointed out that monthly subscription may be increased to Rs 100/- per month.

Unique issue of Kerala Circle: Issue of one time relaxation for promotion from PM Gr-I to PM Gr-II in respect of Kerala Circle was also discussed. Although the CHQ has already taken up this matter with the Directorate, it was decided to pursue the matter once again with the Directorate for the betterment of PM Cadre in Kerala Circle

The 3rd AIC ultimately elected following officers as the members of CHQ:






Shri Rajesh Jain, Postmaster, Grade-I, Supreme Court of India from Delhi Circle has been unanimously elected as the Auditor of AIAPC.



Following officers have been elected as AIAPC Councilors from their respective Circles who will work as the link between the CHQ and the Circle Association of their own Circle:







Every CHQ Member and Councillors has taken oath in front of the house read by the President to work for AIAPC unitedly and whole heartedly.


The conference was hosted by Sh. Ashish Ghosh and Sh. Sanjay Talukdar with the well planned script by Sh. Himangsh Modak.


The new CHQ has passed several important resolutions which include upgradation of grade pay of Postmaster Cadre and constitutional amendments for steady action by AIAPC during 2016-2018.


The AIC was concluded with the vote of thanks given by Sh Himangshu Kumar Modak, CS, W. B. Circle followed by National Anthem.
