Subject: Prayer for making Postmaster Cadre as “Distinct Category” under Clause (c) of Rule 5 of Central Civil Services (Recognition of Service Association) Rules, 1993 and recognition of All India Association of Postmaster Cadre
Respected Madam,
         
          I beg to draw your kind attention on the following facts for favour of your kind consideration and providing natural justice to the officials of Postmaster Cadre.

          Following line was mentioned in para 2 of the Directorate’s letter no. 4-17/2008-SPB-II dated 22.11.2010, “Thus, in order to ensure that professionally qualified, trained and meritorious officials head the key Post Offices, it has been decided to introduce a separate cadre of Postmasters comprising the following grades by carving out the posts from existing General Line posts as ordered vide this Directorate’s letter No. 13-2/2010-PE-I dt. 03.02.2010”

          Again, in view of the creator of our cadre, Madam Radhika Doraiswamy, Hon’ble former DG Posts, Postmaster Cadre is the front runners of the department and they are made to bring back the past glory of the department vide her DO No. 1-28/2010- Trg dated 11/08/2011 addressed to all new entrants of Postmaster Cadre.

          We are recruited by merit (by examination) not by promotion (on the basis of seniority cum fitness).

Our cadre is the only cadre in the Department of Post for which an exclusive managerial training program has been designed and provided by the department to make us professionally trained and to cope up with the change management environment in the department.

We are heading the important Post Offices, in which all type of services/products offered by the DOP are activated as well as running smoothly.

We have adequate knowledge regarding computer, server, and laptop including connectivity of computers which are forming part of syllabus for LCDE for Postmaster Grade-I Examination.

We always take keen interest in implementing various projects of the Department sufficiently better than time scale SPMs, LSG / HSG Supervisors and we always remain in favour of administration in this regard.

We are taking most important role in mechanization of postal services particularly migration to Core Banking Solution (CBS).

We never participate in any kind of strike/Bandh/Pen down program, thus rendering uninterrupted services to the members of the public. As a consequence, existing unions are now, not in a position to make their strike / bundh programme successful upto that level as they desire.

Some of us belong to Group-C (Postmaster, Gr-I) while others belong to Gr-B (Postmaster Gr-II, III & Sr Postmaster) in accordance with the relevant Recruitment Rules.

It is also mentioned against Clarification 2 of the Directorate’s letter  F. No 4-17/2008-SPB-II dated 10th February, 2011, “In case it is decided to discharge the probationer from Postmaster Grade-I and Grade-II, the official will be reverted to General Line”. This itself inter-alia clarifies that the Postmaster Cadre doesn’t belong to General Line in the Postal Wing of the DOP.

As, presently, we don’t belong to General Line and our cadre was created against the sweet will of the existing P3 unions, there is no unions/associations to promote our common service interest in accordance with Clause (b) of Rule 5 of CCS(RSA) Rules, 1993.


Therefore, in order to promote our common service interest, we formed our All India Association of Postmaster Cadre (AIAPC) in our 1st All India Conference held at Rusi Mehta Hall in Mumbai on 01.10.2012 in presence of more than one hundred delegates from different circles.

We applied for recognition of our AIAPC vide this association letter dated 15.10.2012, but till today, we didn’t receive any communication from the Directorate in this regard.

Thereafter, in our 2nd All India Conference held at OOPER RESTO LOUNGE , Jaipur on 17/08/2014, we have decided to apply afresh  for the recognition of our association.

Therefore, in accordance with Clause (e) of Rule 5 of CCS(RSA) Rules, 1993, I do hereby submit the Memorandum of our association, Constitution  bye-laws of AIAPC, names of the office bearers (prepared  in separate sheet). Here I would like to inform that our total membership is now more than 700.

I, therefore, request before your kindness to declare the Postmaster Cadre as “Distinct Category” in the Postal Wings. It is also requested to render recognition to All India Association of Postmaster Cadre under Rule 5 of CCS (RSA) Rules, 1993 and cause necessary order for starting verification process  of our membership under Rule 7 of the said rule to enable us to promote common service interest of our cadre.
