Subject: Line of action to be taken by
us for making Postmaster Cadre as “Distinct Category” under Clause (c) of Rule
5 of Central Civil Services (Recognition of Service Association) Rules, 1993 towards
recognition of All India Association of Postmaster Cadre (AIAPC)
My
dear friends,
Hope all of you are very fine along with
your family, colleagues and friends. You, all know that we submitted our
proposal for recognition of AIAPC to the Directorate on 15/10/2012 and
thereafter pursued the matter in person twice. Since no response has been
received from the Directorate end and as
a part of decision taken in the 2nd AIC held in Jaipur on
17/08/2014, we submitted our 2nd proposal by Speed Post which was
received at the Directorate on 28/08/2014(copy is appended below as
Annexure-A).
With a view to pursue the matter, our Asstt. Secretary
(Delhi Circle) with some honourable delegates visited to the SR Section of the
Directorate on 04/09/2014. During his visit at the Directorate, it was learnt that
no action had been taken by them on our initial proposal and the related papers
also were not traceable there. From the incidence, you all can easily presume
that there are so many unfavourable forces actively working against us and
frequently making obstacles in our way.
Secondly, you all are aware that the Cadre
Restructuring Committee comprising of both the existing union leaders has taken
a very vindictive view towards Postmaster Cadre as elicited from the
recommendation number (f) of the committee. The same is reproduced below:
“In respect of Postmaster Grade I, Grade II and Grade
III Posts, once the recommendation of this committee are implemented; the
matter will be examined in the light of the same”.
From the above neglected statement it is crystal clear
that they are not at all interested for well being of Postmaster Cadre. Every
member of Postmaster Cadre is requested to realize it by heart and remember.
Please indentify who is your friend? Who is your foe?
But we have taken vow that we have to earn our
legitimate claim/right in getting recognition of our own association at any
cost. So, in this present situation particularly keeping in view of the 7 CPC,
we are more determined for achieving our goal. Therefore, friends, it is the
prime time to show our unity for our strength. We strongly believe on the
famous proverbs “determination leads to success”.
Now we are coming to the point. In previous occasions,
the Director (SR) remained less interested regarding the separate platform for
the Postmasters. This time also he initially suggested for joining us with the
Supervisor’s Association or any existing P-III unions.
But I am very glad to inform you that after a prolong
discussion, he finally agrees to process for a separate association for
Postmaster Cadre if we have the
working strength of at least 35% members
in the cadre and such members should not be attached with any one of the
existing union/association. Minutes of the discussion is appended below
as Annexure-B.
In this regard he has advised us to
submit the proposal afresh once again as early as possible invariably
incorporating the following:
1. Fresh proposal
for formation of association along with the justification of formation of
separate association. Following line should be incorporated in the letter ( No
form to represent our grievances at present in the light of 7th pay
commission and name of the association etc)
2. Cadre formation letter intimate the total working and
sanction strength in Postmaster Cadre
3. Copy of Memorandum of Association.
4. By Laws of Constitution.
5. List of Office Bearer and Consent of members. Member
ship details should be in the below format:

Action for compliance on Sl. (1 to 4)
above will be jointly taken by Maharashtra and West Bengal Circle on the basis
of mutual discussion through telephone, by post or internet media. However, we
seek valuable opinions/suggestions from all of you regarding Sl. (1) above i.e.
in showing the justification formation of separate association.
Opinions/suggestions of individual members in this regard are most welcome.
Therefore, please seek the opinions/suggestions from individual members of your
circle too. Any opinions/suggestions may please be mailed to postmasterswb@gmail.com directly for
compilation and incorporation in the proposal preferably by the end of this
week.
For compliance of Sl. (5) above,
following action must be taken by each circle on urgent basis:
I.
Membership Number may be allotted to every
member in the uniform format:
AIAPC—(name
of circle in abbreviation as chosen by circles)-- (Sl. No),
i.e. AIAPC-WB-01(For membership no 01 of W. B.
Circle).
II.
Collection of forwarded copy of application
for stoppage of monthly subscription addressed to the respective DDOs i.e.
withdrawal letter from existing unions. Those who have not yet submitted the same
should submit the application to the respective DDOs immediately. Proforma
application and model application is appended below as Annexure-C (1) &
Annexure-C (2) respectively. This document should be self attested by the
concerned member.
III.
Collection of Consent Letter in favour of
AIAPC afresh together with Authorization Form (appended below as Annexure-D
& ANNEXURE-III respectively) in duplicate. One copy of Option Form will be
retained at Circle Association and one copy of Authorization Form will be
retained at Divisional Association for submission to the respective DDOs before
the membership verification starts, i.e before 1st April, 2015.
IV.
The self attested
copy of withdrawal letter, another copy of both the Option Form and
Authorization Form may please be sent to Mr Himangshu Kr Modak, Postmaster,
Grade-II, Narkeldanga PO, Kolkata 700011. Mob: 098745-44912 (Circle Secretary,
AIAPC, WB), in consolidated manner (using the format given is Sl. (5)
above) from each Circle by Speed Post for national consolidation as well as
processing for onward transmission to the Directorate. Soft copy of the filled
up proforma as per Sl. (5) may also please be mailed to: postmasterswb@gmail.com in advance.
V.
Our counterparts in J &K, HP, Kerala, Chattisgarh,
Bihar, Assam and NE Circle who are still outside the mainstream movement are
also requested to participate in the above exercise for the cause of community
of Postmaster Cadre. Details of our CHQ Members are given in separate
attachment.
It is, requested that this letter must
be widely publicized through any medium
you choose and whole exercise may please be completed within 30 working days.

Madam,
I beg to draw your kind attention on
the following facts for favour of your kind consideration and providing natural
justice to the officials of Postmaster Cadre.
Following line was mentioned in para 2
of the Directorate’s letter no. 4-17/2008-SPB-II dated 22.11.2010, “Thus, in
order to ensure that professionally qualified, trained and meritorious
officials head the key Post Offices, it has been decided to introduce a
separate cadre of Postmasters comprising the following grades by carving out
the posts from existing General Line posts as ordered vide this Directorate’s
letter No. 13-2/2010-PE-I dt. 03.02.2010”
Again, in view of the creator of our cadre,
Madam Radhika Doraiswamy, Hon’ble former DG Posts, Postmaster Cadre is the
front runners of the department and they are made to bring back the past glory
of the department vide her DO No. 1-28/2010- Trg dated 11/08/2011 addressed to
all new entrants of Postmaster Cadre.
We are recruited by merit (by
examination) not by promotion (on the basis of seniority cum fitness).
Our cadre is the only cadre in the Department of Post
for which an exclusive managerial training program has been designed and provided
by the department to make us professionally trained and to cope up with the
change management environment in the department.
We are heading the important Post Offices, in which
all type of services/products offered by the DOP are activated as well as
running smoothly.
We have adequate knowledge regarding computer, server,
and laptop including connectivity of computers which are forming part of
syllabus for LCDE for Postmaster Grade-I Examination.
We always take keen interest in implementing various projects
of the Department sufficiently better than time scale SPMs, LSG / HSG
Supervisors and we always remain in favour of administration in this regard.
We are taking most important role in mechanization of
postal services particularly migration to Core Banking Solution (CBS).
We never participate in any kind of strike/Bandh/Pen
down program, thus rendering uninterrupted services to the members of the
public. As a consequence, existing unions are now, not in a position to make
their strike / bundh programme successful upto that level as they desire.
Some of us belong to Group-C (Postmaster, Gr-I) while
others belong to Gr-B (Postmaster Gr-II, III & Sr Postmaster) in accordance
with the relevant Recruitment Rules.
It is also mentioned against Clarification 2 of the
Directorate’s letter F. No
4-17/2008-SPB-II dated 10th February, 2011, “In case it is decided
to discharge the probationer from Postmaster Grade-I and Grade-II, the official
will be reverted to General Line”. This itself inter-alia
clarifies that the Postmaster Cadre doesn’t belong to General Line in the
Postal Wing of the DOP.
As, presently, we don’t belong to General Line and our
cadre was created against the sweet will of the existing P3 unions, there is no
unions/associations to promote our common service interest in accordance with
Clause (b) of Rule 5 of CCS(RSA) Rules, 1993.
Therefore, in order to promote our common service
interest, we formed our All India Association of Postmaster Cadre (AIAPC) in
our 1st All India Conference held at Rusi Mehta Hall in Mumbai on
01.10.2012 in presence of more than one hundred delegates from different
circles.
We applied for recognition of our AIAPC vide
this association letter dated 15.10.2012, but till today, we didn’t receive any
communication from the Directorate in this regard.
Thereafter, in our 2nd All India Conference
held at OOPER RESTO LOUNGE , Jaipur on 17/08/2014, we have decided to
apply afresh for the recognition of our
association.
Therefore, in accordance with Clause (e) of Rule 5 of
CCS(RSA) Rules, 1993, I do hereby submit the Memorandum of our association,
Constitution bye-laws of AIAPC, names of
the office bearers (prepared in separate
sheet). Here I would like to inform that our total membership is now more than
700.
I, therefore, request before your kindness to
declare the Postmaster Cadre as “Distinct Category” in the Postal Wings. It
is also requested to render recognition to All India Association of
Postmaster Cadre under Rule 5 of CCS (RSA) Rules, 1993 and cause necessary
order for starting verification process
of our membership under Rule 7 of the said rule to enable us to
promote common service interest of our cadre.

Minutes of meeting held at Directorate on 04/09/2014

A meeting has been held with Director (SR) on
04/09/2014 regarding formation of Association for Postmaster Cadre. During
meeting it has been intimated by the Director (SR) that no action has been
taken on our request given 1 ½ year ago by our association and that papers are
not traceable in the Directorate. In view of the Director (SR) our 2nd
proposal too is not able to satisfy their requirements completely. Therefore,
we have to submit the fresh proposal for further consideration.
The Discussion in detail:
The matter for recognition of association of
Postmaster Cadre has been discussed in detail with the Director (SR) who is in
the view, why separate association is required for Postmaster Cadre since if we
are already attached with some union/association either of P-III or
Supervisors’ Association and our grievances can be heard through the concern
unions/association. However, after the

seems to be agreed with recognition of All India Association of Postmaster
Cadre if we have the working strength of
