Friends,
The Directorate
has issued a memo regarding merger of Postmaster Cadre with General Line cadre
on 25.02.2019 which we may call as a Black Day not only for Postmaster Cadre but
also for the entire Department of Posts. The proposal for merger of Postmaster
Cadre with the General Line clearly shows the Dictator attitude of the dealing
Administration and it is undemocratic step taken by the Administration as the opinions
of the main stakeholders i.e. Postmaster Cadre officials were not taken into
account before formulating these unjustified proposal.
As we are all
well aware of the noble intentions of the Department behind creation of a separate cadre of Postmasters was to head
the key Post Offices and improve the productivity of the Department. Hence, the
Department conducted LDCE (in 2011, 2012 and 2013) and chosen young talented,
professionally skilled staff on the basis of merit and posted to the key Post
Offices. After creation of the Postmaster
Cadre the Department became able to implement the several technological projects
successfully like SAP, Core Banking, McCamish etc. which was very much essential
to compete with the private players and to improve the productivity. Now all of a sudden the Department has
announced its unjustified decision of merger of Postmaster Cadre with the
General Line which appears as a decision taken by one of the Feudal King who is
known for his whimsical decisions.
Friends, we have chosen
and joined this Cadre after looking at the motivational letters from then Directorate. Expecting good prospects for the newly
created cadre we have lost almost 9 precious years in this cadre without any
financial/ promotional benefit. This is
because of the negligence of the dealing Administration who never cared for our
opinions and thought of providing minimum prospects for our cadre. The Administration has left us as orphans
after creation of this cadre. The
Administration has well utilised our talent where ever needed and left us like
use and throw items. The Administration
has never listened to our issues though we have prayed many a times. We are totally betrayed by the whimsical acts
of Administration in merging the cadre with the General Line which was
unilaterally taken and is not acceptable.
The
Administration did not incorporate the issue the merger of the Postmaster Cadre
with the General Line as agenda for the meeting held on 20.12.2018 and the
Administration has unilaterally taken the decision of merger which is
undemocratic and betrayal of the rights of the officials of our cadre and
against the Natural Justice.
I hereby request
all our cadre officials to give their opinion about such unilateral decision
taken by the dealing Administration and send their opinions about the next

We have Lost nine precious years with hope to get promotion to Sr. Postmaster Level.but all
We have Lost the chance for getting H.S.G.I.(N.F.Glearlier and Junior most Official either Is H.S.G. II and L.S.G have been promo. to H.S.G.I on regular basis even, the official of Postmaster Grade.III are Senior than them .
During the last nine years, Postmaster grade official were not allowed to appear in the P3.S. Group 1371P0, exam.,and lost period cannot be regained now and will destroy the future of the Postmaster Grade officials if cadre is merged in to general line .
(SI Action of the Deptt. is only to restrain the Postmaster Gmde.III official for promoting to Gazetted Status.
(fi) Deptt. of post has not conveyed the D.P.0 for promoting to Senior Postmaster cadre even, official of Postmaster Grade III are eligible for long period now. the Dep.. Is ready to ruin the future of the employees.
Kindly protest strongly at the level of Directorates and do the needful legally for surviving the Postmasters cadre

ReplyDeleteआप सब के साथ साथ मैंने भी पोस्ट मास्टर कैडर का चयन करते समय खूब बड़े-बड़े सपने देखे थे , और हम भी विभागीय पदोन्नति की सीढ़ियां चढ़कर राजपत्रित पद तक कभी ना कभी तो पहुंच ही पाएंगे .परंतु धीरे-धीरे इन सपनों को टूटते हुए हम सब लगातार पिछले कुछ वर्षों से महसूस कर ही रहे थे ,वही समानांतर लेवल पर मेरे साथी हम सब के लिए आवाज भी उठा रहे थे संघर्ष भी कर रहे थे परंतु अंदर ही अंदर एक निराशा तो सब में घर कर ही रही थी कि जिस प्रकार से विभाग पोस्टमास्टर केडर के प्रति आंख मूंद कर बैठा है और हल्के में ले रहा है उससे लगातार यही लग रहा था कि विभाग कभी भी नहीं चाहता कि सीनियर पोस्ट मास्टर के पद पर हमारा कोई साथी पदोन्नति लेकर पहुंचे, इसीलिए पिछले वर्ष लगातार यूनियन लेवल पर विभिन्न प्रकार की मीटिंग विभाग ने रखी सुझाव मांगे ,लेकिन यह था कि हमें मिलना कुछ भी नहीं है जैसा कि मेरे साथियों ने ऊपर भी लिखा है कि 9 वर्ष का यह पीरियड एक ब्लैक आउट पीरियड के तौर पर ही माना जाएगा क्योंकि इस दौरान कोई पदोन्नति की परीक्षा यथा ग्रुप B की परीक्षा में बैठी पाएं, ना ही HSG I , एनएफजी ग्रेड ही ले पाएंगे ऐसी संभावना भी नहीं लगती क्योंकि हमारे समकक्ष साथी पूर्व में ही पदोन्नति लेकर काफी आगे निकल चुके हैं और आप सब सोच सकते हैं कि उनके समकक्ष हमें कहां रहना होगा ,
बस इतना ही कहना है कि मुझे तो आप सबके साथ साथ मैंने भी पोस्ट मास्टर cadre का selection करते समय खूब बड़े-बड़े सपने देखे थे कि , department में हम लोगों का भविष्य भी आकाश कि ऊंचाइयों को छुएगा और हम भी विभागीय पदोन्नति की सीढ़ियां चढ़कर राजपत्रित पद तक कभी न कभी तो पहुंच पाएंगे परंतु धीरे-धीरे सपनों को टूटते हुए भी लगातार कुछ वर्षों से महसूस कर रहे थे, और सब के अंदर थी एक निराशा.....
अब क्या बस,..... छोड़ दो स्वयं को मुक्त आकाश में ....पक्षी की तरह और बहते रहो हवाओं के संग, कि कोई ना कोई तो सुखद हवा का झोंका ,किसी ना किसी मंजिल तक ले कर ही जाएगा.
