Report of 7 CPC: A comparative study


It is disappointing that Postmaster Grade-I has not been upgraded to 4200, which was expected. It has dissatisfied us as well as our fellow brothers. When we represented our matter at the office of the 7 CPC, they were asking us as to whether any provision for direct recruitment in our Recruitment Rules. But there is no such provision in our recruitment rules. At that very moment we didn't have any scope to show anything in our favour except comparison with IPOs and LSG upto 4 CPC which is now outdated glory.

Provision for direct recruitment is the main reason / criteria of higher pay for PAs from 3200 (as per then assumption of Gr-C unions) to Rs 4000 in 5 CPC and IPOs (5500) in 5 CPC & 4600 in  7 CPC. They fought repeated legal battles in CAT for 4600 and won. So we should not be so sentimental ignoring the fact behind non-upgradation of Gr-I Postmasters,

Please look at the fate of other officials at operative level. They have not get anything new. SAs & MEs have been ignored completely. SB, Treasury and Family Planning Allowance have been abolished. No demands of Gr-C unions have been honoured. So please don't think that Gr-C unions are bearing a great power. Rather MACP is becoming more challenging for them as Benchmark has been changed from “Good” to “Very Good”. After 20 years there will be efficiency bar for further increments. So general line employees will face enormous troubles if they do not carry out their duties and responsibilities properly.


If the TeamAIAPC have not reached at the office of the 7th CPC in New Delhi for submission of Memorandum for Postmaster Cadre, the demand for writing Sr Postmaster Examination could not be fulfilled. By this way Postmaster Gr-II & III are going to get the opportunity to compete for 87 Sr PM Posts (equivalent to PS Gr-B). There is only 23 Gr-B Posts all over India left for General Line employees. Therefore, in comparison it is undoubtedly a milestone achievement for Postmaster Cadre that we have to understand. Language of the 7 CPC “Given the distinct emphasis on merit the demand of the Postmasters’ cadre seems justified” itself establishes recognition of AIAPC at the door of 7 CPC. It doesn’t matter that the DOP is yet to recognize us. However, we are not in a position to enjoy its taste owing to the disappointment of our beloved Gr-I Postmasters.  

However we should keep mum on recommendation of the 7 CPC in this regard. How the DOP accept is under question as there will be tremendous pressure on DOP from IP side. So we will not express anything in this regard till it's acceptance.



It’s long marathon race not 100 meter run. One by one you will achieve your target. We should find the most suitable way for upgradation of Gr-I Postmasters.

Now in 6th CPC Gr.B posts of Sr.PM and Superintendent of pos are placed in same grade pay of Rs.4800.After introduction of 7th CPC SP posts upgrade to GP 5400 but Sr.PM remain same.why not we pressure the department to give parity for these posts and to equalise this grant for PM Gr.1 -GP 4200,for PM Gr.2 GP -4600 and for PM Gr.3 GP- 4800..Kindly request the department to give this modification in its reply to the 7th CPC report

  4. please see page no 470 of 7 cpc report it is stated that pm gr I to II and II to III are promoted through LDCE . but i learnt that it is DPC.
    and second if SPO [ Gr B] move to next grade pay i.e 5400/- . why left out Sr PM [Gr B].. why this discrimination. third IP ASP SPO move to next grade pay and why not PM gr I / PM Gr II and PM Gr III and Sr PM.... fourth we expected that we are getting opportunity to compete for PSS Gr B exam. but we wou`t. so please fight for entire 75 % Sr PM on LDCE for PM gr. please take all these issues with Directorate/ or anomaly committee / or any other panel to seek justice....
